Online casinos under Ontario rules

Since April 4, 2022, Ontario has run a regulated online gambling market with a public list of legal sites. This page explains how that market works for Windsor readers, and how the paid links on this guide's home page work.

How the market is set up

Ontario's regulated online gambling market opened on April 4, 2022. Two bodies share the work. iGaming Ontario conducts and manages online gambling, and it does so through private operators. The AGCO, for its part, is the regulator.

That split matters for anyone weighing a site. A private operator is not legal simply because it takes Ontario players. It needs AGCO registration, and it needs an operating agreement with iGaming Ontario. Without both, it sits outside the regulated market.

OLG.ca is a different case. It is the government-run online casino of Ontario, not a private operator.

Checking a site

The official list of regulated sites is the iGaming Ontario directory at igamingontario.ca. A site missing from that directory is not part of Ontario's regulated market. Two more conditions apply to every player. Online play is 19+, and it is allowed while the player is physically in Ontario, not elsewhere.

BetGuard, at betguard.ca, is run by iGaming Ontario. A person aged 19 or older can use it to opt out of every regulated Ontario online gambling site at once. It does not cover land-based casinos, so it has no effect at Caesars Windsor on Riverside Drive East.

How this guide earns money

This guide earns money from paid links, and they appear on the home page and nowhere else. Each one is marked Ad. The links lead to a private online casino partner. It is not named here, and it can change.

The guide does not vouch for that partner. Readers should check it, and any other online casino, against the iGaming Ontario directory at igamingontario.ca. Links to Caesars Windsor, OLG, the province and help services are never paid.

Questions to the desk

How do I know an online casino is legal in Ontario?
Check the iGaming Ontario directory at igamingontario.ca. It is the official list of regulated sites. A legal private operator holds AGCO registration and an operating agreement with iGaming Ontario.
Can I play on an Ontario site from Detroit?
Not under Ontario rules. Online play on regulated sites requires the player to be physically in Ontario, and it is 19+.
Does BetGuard cover Caesars Windsor?
BetGuard does not cover land-based casinos, so it does not apply at Caesars Windsor. Ontario casinos fall under My PlayBreak, OLG's self-exclusion program. To enrol, call the OLG Support Centre at 1-800-387-0098, ask staff on site, or see a PlaySmart Centre coordinator.
